Now my theory is, since I had originally an AMD Radeon R980, it detected it just fine, but I had to RMA the card and had to downgrade back to my older card which was an AMD HIS Radeon 6950 Ice 2GB Card, which I never tried to run Fallout 4 before on the older card, but since I downgrade the launcher would NEVER ....

The game is on an old ass engine dating back to Morrowind on the NetImmersive engine. Which then became the Gamebryo engine for Oblivion, Fallout 3, NV. Then Skyrim used what is called the Creation engine, which was based off of Gamebryo which was based off NetImmersive.
